Drawing on testimonies from victims of the Nova Music Festival attack in Israel and a FIFA World Cup final viewing party in Uganda, the UN plan calls for rapid removal of violent imagery, the creation of safe‑reporting mechanisms, and training for journalists on trauma‑informed reporting. By coordinating with governments and technology companies, the initiative aims to create a protective digital environment for those affected by terrorism, reducing the risk of secondary harm while respecting freedom of expression.
